Now that the deadline has passed for hearing bills in the house of origin, the list of bills I’m following has decreased.  But the need for action gets more desperate as the bad bills get closer to passage and the good ones run out of time.  There is something for everyone (and against you too) in this list.

HB2091 Repeal required fingerprinting for TANF, SNAP PASSED Health 7-0; PASSED Rules 9-0; passed both caucuses on 1/31, SUPPORT in House COW – contact your two individual representatives.
HB2208 Inhalers administration in school PASSED Health 9-0, still has rules
HB2226 Request Article V convention to balance budget PASSED House 33-25 on to Senate.
HB2238 Sex trafficking – makes many changes to different laws changing “child prostitution” to “sex trafficking” to fit with federal and international aw, recommended 6 years ago!  Took out “intent” requirement as required, defines same as federal definition, Farnsworth SUPPORT Judiciary & Public Safety Committee, hearing on 2/1, finally the responsibility is put on the proper person – the adult abuser – and not on the child victim.  PASSED 9 to 0.  PASSED House unanimously.   On to Senate.
HB2255 Ballot measure (Thorpe) – must be resident to spend money or contribute or be a committee registered in AZ PASSED 5-3
HB2268 Must submit sexual assault evidence kits in 15 days, annual reporting on rape kits Judiciary and public safety, hearing on 1/25/17, PASSED 9 to 0, PASSED Rules 9 to 0.  PASSED both caucuses.  PASSED with amendments relaxing the rules, sent to Senate
HB2302 Electoral College – shall vote for candidate with highest # of votes in state House Federalism, property rights and public policy, 1/31/2017, PASSED 6 to 3.  Ready for floor, CONTACT YOUR two representatives in opposition.
HB2290 Provisional licenses, criminal convictions (SB1071) SUPPORT, PASSED Military and Public Safety Committee 8-1 and Rules 9-0. Retained on COW calendar meaning someone is trying to kill it. Contact [email protected] to put it on the calendar.  CONTACT your two representatives to support.
HB2372 Extends TANF 12 months with conditions SUPPORT – PASSED Health, 9-0, PASSED Approps 13-0, awaiting  Rules
HB2403 Clean elections, prohibited contributions – cannot pay a political party for any services OPPOSE House Government, 2/16  PASSED 5-3
HB2404 Strict compliance for initiatives – trying to diminish voter power, guarantee signatures, file a bond, punish organization for individual violation, criminal background check, can’t pay based on number of signatures OPPOSE – House Government 2/16

Would make it more difficult to get the required number of signatures for citizen initiatives. PASSED 5-3

HB2408 Making wheelchair only parking spaces and decals OPPOSE – House Transportation and Infrastructure  2/15, disability community opposes as discrimination and harming parking availability. PASSED 7-1
HB 2418 No taxes on feminine hygiene and baby diapers and formula SUPPORT – House Ways and Means committee on 2/15 PASSED 6-3  Assigned to Health also and did not have a hearing so probably dead.
HB2442 AHCCCS, dental care, pregnant women, would extend dental care to PG women SUPPORT House Health committee on 2/16, Passed 9-0, still has appropriations and rules so probably dead.
HB2444 Sexual assault, victim advocate, privilege SUPPORT – gives sexual assault victims privilege, PASSED 9-0,
HB2504 Public accommodation, discrimination, sanctions SYMS – sanctions on attorneys who bring suits JPS  – PASSED 9-0 with amendment that does what the Kavanagh bill (SB1198) did i.e. puts in a 60 day correction period and says if it is corrected, there is no liability.
SB1069 Vacate judgment and expunge for felony 4,5,6, can waive fines/fees but not restitution (HB 2289) SUPPORT Judiciary 2/9

PASSED 7-0  with a strike everything and insert of SB1127 – Ban the Box

SB1108 Cash assistance to children allowed if living with unrelated adult and in DCS care SUPPORT –  HHS – hearing on 1/25, PASSED 7 to 0, awaiting Rules PASSED 29-0 on to Senate
SB1160 Borrelli – TF – driving violation, restricted rather than suspended license, w/o glasses is misd, violation is civil not criminal, cop cannot take car unless driving on revoked not suspended license, and several other positive provisions. Hearing in Jud on 2/1, PASSED 7-0

SB1174 Desegregation money – force schools to do override naming it desegregation money and if don’t pass, then reduce money by 15% for 5 years.  Also limits override in amount and years (7). Appropriations on 1/31/2017 OPPOSE– this is one of the annual attempts to cut off the desegregation money to schools. PASSED 6 to 4. Awaiting Rules.
SB1198 Public accommodation, services, civil actions – Kavanagh OPPOSE – Judiciary, 2/16, to allow businesses an extra 90 days to comply with Americans with Disabilities Law – they have already had 26 years.  PASSED 4-3
SB1239 Making it a parking violation to be on access aisles for disabilities – Kavanagh READ:  transportation and technology.  Dispute in thinking on this whether it’s to harm the disability community because of the lawsuits against business or to help them.  PASSED 7 to 0. Awaiting rules.

 

I suggest OPPOSE – In Senate COW on 2/13.  Contact your own senator to vote against.

SB1253 Cops can review the video tapes of a use of force incident before giving a statement – opposite of best practice OPPOSE – Senate Commerce and Public Safety, hearing on 2/6, PASSED 6/2
SB1274 Set up commission to do poverty tracking especially of intergenerational families – Worseley SUPPORT– The bill would set up a commission to do poverty tracking especially of intergenerational families.  PAFCO has been working on it for good.  Government 2/15 PASSED Government but still has Health and Human Services and Rules so probably dead.
SB1315 DR – preference for parent who agrees to 50% time.  This would give preference in custody to the parent who agrees to 50% time sharing.  It harms battered women and those protecting abused and molested children because they are not willing to give 50% time so they are punished often by losing custody all together to the abuser. OPPOSE – Health and Human Services on 2/15

SB1342 Requiring search warrants for tracking devices and cell simulators (sting ray) PASSED, Ready for floor.  CONTACT YOUR Senator in support.
SB1355 Rights of sexual assault survivor, testing of DNA and match etc. SUPPORT – JUDICIARY – passed unanimously, CONTACT YOUR SENATOR in support.
SB1366 Police officer victim is an aggravating factor – NO already have as a felony OPPOSE – PASSED committee, Ready for floor, CONTACT your senator in opposition.
SB1367 Reporting a life birth from an abortion or punish doctor unless s/he tries to keep fetus alive,

This requires the doctor to report a life birth from an abortion – which makes no sense to me anyhow but it is obviously interference with women’s right to privacy and choice and doctors medical practice

OPPOSE – Health and Human Services on 2/15 PASSED 5-2 Ready for floor, CONTACT your senator in opposition.
SB1406 Sweeps juvenile justice local money to state general fund and establishes a juvenile justice reform committee study Appropriations, 2/7, READ – PASSED, ready for floor, study committee is good but sweeping money is not. CONTACT YOUR senator.
SB1422 Vacate conviction of sex trafficking victim including for ordinance, cannot use as prior conviction for future punishment SUPPORT Judiciary 2/16  The sex trafficking victims should be treated as victims, not criminals.  Often they are teens. PASSED 7-0
SB1439 No discrimination against health care agencies that REFUSE end of life care decisions by patients OPPOSE – Health and Human Services, 2/15 – allows health care agencies to refuse to provide end of life care in the fashion a patient asks.  PASSED 5-2
